Это кредиты, выданные заемщикам — предприятиям или частным лицам, выплаты по которым задержаны, и/или возврат которых маловероятен или невозможен. Плохими можно считать кредиты и в том случае, если залог, под который они выдавались, сильно обесценился. Критерии отнесения долгов к данной категории не являются общепринятыми, точнее, их определяет каждый банк, исходя из собственной финансовой ситуации. Обычно серьезной считается просрочка по кредиту свыше 30 дней. Причем в российской финансовой отчетности отражается только размер просроченного платежа, а не вся сумма долга. Самые плохие – кредиты, по которым просрочка платежей составляет свыше 90 дней. В международной классификации они называются «неработающими» (non-performing loans, NPL). По объему этих просроченных кредитов определяется качество кредитных портфелей банков, а также производится оценка банковских потерь из-за плохих долгов. Если NPL составляет 10% от объема совокупного кредитного портфеля банков, говорят о банковском кризисе. К должникам банки применяют штрафы и другие меры воздействия. Часто банки избавляются от плохих долгов, продавая их c дисконтом особым коллекторским организациям, специализирующимся на сборе таких задолженностей. В некоторых странах создаются «банки плохих кредитов».
